📵 NEW! Bowie ISD Personal Communication Device Policy 📵
Starting this school year, in compliance with HB 1481, students will not be allowed to use personal communication devices (like phones, smartwatches, and personal tablets) during the instructional day from the first bell to the last bell.
✅ Devices must be powered off and stored out of sight.
❌ Devices may not be used in hallways, restrooms, classrooms, or the cafeteria.
📚 Instructional time = distraction-free learning! There are many benefits to this new policy.
🚨 Violation Consequences Begin the 2nd Week of School
1st Offense: Confiscation – Student pick-up
2nd Offense: Confiscation – Parent pick-up + 1 day ISS
3rd Offense: Confiscation – Parent pick-up + storage plan + 3 days ISS
Further offenses may result in DAEP placement.
🔒 We encourage students to store devices in lockers, backpacks or leave devices at home.

As you begin your Back-to-School shopping, we want to make sure you're informed and prepared for a great start to the year!
📏 What's New?
This year, we’re simplifying skirt and short length expectations using a standard 3x5 index card. The top of the card will be placed at the top of the knee, and garments must extend to the top of the card (approx. 5 inches above the knee).
👕 There are minimal changes to the dress code otherwise, and the full details will be included in the campus-specific handbook addendums to be approved at the July 21, 2025, School Board Meeting. 🗓️ We wanted to share this now so families can shop confidently and ensure dress code compliance from the very first day of school, which is August 6, 2025.

A new state law will impact student cell phone use starting in the 2025–2026 school year.
📜 Texas House Bill 1481, signed by Governor Greg Abbott on June 20, 2025, includes the following key requirements:
⭐ Students may not use cell phones inside school buildings during instructional hours.
⭐ All Texas public school districts and open-enrollment charter schools must adopt and enforce policies to comply.
⭐ This includes devices such as cell phones, smartwatches, tablets, radio devices, paging devices, or any other electronic device capable of telecommunication or digital communication.
📌 Bowie ISD is currently awaiting further guidance from the Texas Education Agency regarding expectations and enforcement procedures.
Last year, BISD implemented several measures to limit cell phone use during instructional time. We are now reviewing how to align this new law with our existing processes.
As we prepare to implement this law, we respectfully request the support and understanding of our community. School districts are responsible for upholding all laws passed by our elected officials. We also ask for your grace and patience as we navigate this transition, and encourage everyone to look for the benefits this change may bring to student learning.
